中国国际石油合作突发事件应急管理人才培养途径探析

The Analysis of Emergency Management Personnel Training for China International Petroleum Cooperation

当前,中国国际石油合作突发事件应急管理人才培养存在危机意识淡薄、激励保障制度不完善、人才培训缺乏系统化和专业化等问题。中国国际石油合作突发事件应急管理人才需要较强的专业能力、较强信息整合能力、较高的风险识别能力等能力。应从以下6个方面来构建中国国际石油合作突发事件应急管理人才培养途径:增强危机意识、完善制度建设、全方位培训、整合人才资源、借鉴发达国家的经验、"第三方"人才培养。

At present,the emergency management personnel training for China international petroleum cooperation has the following problems：weak sense of crisis,incentive,imperfect guarantee system,the lack of talent training system and professional talents. What′s more,it requires the following skills：strong professional ability,strong ability to integrate information,high risk identification ability. We should start with the following six aspects to construct the personnel training ways of emergency management of unexpected events for China international petroleum cooperation：enhancing crisis consciousness,perfecting system construction,carrying out comprehensive training,integrating talent resources,learning from the experience of developed countries,and＂ third party＂ talent cultivation.
