长江水域航行条件复杂,随着沿江经济的开发开放,不断有便民惠民政策出台。引航是一种资源,具有公益性,承载主权。为保障船舶安全,维护水上交通秩序,长江应建立强制引航制度。
Yangtze waters complex environment, along with the opening of the economy to develop, there have convenience policy. Pilot is a resource, with public welfare and sovereignty. To protect the safety of navigation, maintain water transport order, the Yangtze River should establish compulsory pilotage regime.
