国民政府铁道部时期的铁路禁烟禁毒初探

On Banning Opium and Drug in the Period of National Government Railway Ministry

国民政府铁道部时期,铁路当局在国民政府打出的民族主义旗号之下,开展"断禁"和"渐禁"两个阶段的铁路禁烟禁毒工作。铁路当局围绕铁路员工"禁吸"和烟毒"禁运"两个主要内容,设立了专门的禁烟机关、颁布了禁烟规程,并制定了具体的禁烟措施,使铁路当局的禁烟禁毒取得一定的成效。同时,这一时期铁路当局的禁烟禁毒也存在诸多不足,影响了其禁烟禁毒的成效。

In the period of National Government Railway Ministry, the railway authorities carried out two phases of “thorough banning” and “gradual banning” opium and drug under the banner of nationalism. They set up special anti-opium institutions, formulated anti-opium regulations and effected anti-opium measures to have achieved some positive results. Meanwhile, there were some inadequacies and defects in railway authorities ＇ campaign of banning opium and drug to have affected the actual results.
