山东省市县科技进步考核实证研究

Science and Technology Progress Assessment of Cities and Counties in Shandong Province Empirical Research

通过对国内外关于科技进步评价的理论及实践的梳理,提出符合市县特征的科技进步评价指标的理论框架,构建了适合我省实际的科技进步考核指标体系。选取我省5个地级市及50个县为考核样本,并引入协调度分析模型,实证检验了考核指标体系的科学性及应注意的问题。最后,提出了建立我省市县科技进步考核机制的对策建议。

Based on evaluation of scientific and technological progress at home and abroad on the theory and practice of combing characteristics proposed accord counties technological progress evaluation theoretical framework to construct suitable for the actual province of science and technology assessment index system. Select five prefecture-level cities and 50 counties for the assessment of the sample, and the introduction of coordination degree model, empirical tests of the scientific evaluation index system and should pay attention to. Finally, proposed the establishment of the province＆#39;s cities and counties in science and technology assessment mechanisms suggestions.
