摘要
从义务教育师资、经费、设备等办学条件进行考察,我国城乡义务教育呈现明显的断裂与失衡,而城乡义务教育的分割、分离与分治及其带来的"重城轻乡"的政策取向则是我国城乡义务教育长期非均衡发展的制度与政策根源。要实现城乡义务教育均衡、公平与优质发展,必须打破义务教育城乡分割、分离、分治的制度瓶颈,建立以"共生"理念为基点的城乡一体化的义务教育体制,为城乡义务教育均衡发展提供制度保障与支持。
Inspected from teachers,funds,equipments and other school conditions of compulsory education,urban and rural compulsory education in our country presents obvious fracture and imbalance.The segmentation,separation and partition of urban and rural compulsory education and the policy orientation of'More emphasis in the city and less emphasis in the Township'is the root of our countrys urban and rural compulsory education long-term unbalanced development system and policy.To achieve balance between urban and rural compulsory education,fair and high quality development,compulsory education must break the system bottlenecks of urban-rural segmentation,separation and partition,and establish'symbiosis'concept as the basis of the integration of urban and rural compulsory education system,providing guarantee system and support for urban and rural compulsory education balanced development.
