CAFTA的建立是否导致中国高碳产业向东盟欠发达国家转移

Do Carbon-Intensive Industries Transfer from China to Less-Developed Countries in ASEAN Because of CAFTA

在共同应对气候变化的大背景之下,东盟欠发达国家担心中国高碳产业向其转移,此可能阻碍中国—东盟自由贸易区(CAFTA)升级版的打造。为此,采用配对计量方法,把CAFTA作为虚拟变量,以总碳排放和人均碳排放作为环境指标进行实证分析。结果显示,CAFTA的建立导致碳排放差距扩散,表明中国高碳产业并没有向东盟欠发达国家转移。为进一步消除东盟欠发达国家的担忧,建议将低碳化纳入打造CAFTA升级版的优先行动之一及中国的减排应走通过技术创新就地将高碳产业低碳化。

Less-developed countries in ASEAN are worried that carbon-intensive industries will transfer from China to them because of CAFTA. This paper uses matching approach to test that with CAFTA as dummy variable and made total carbon emissions and capital one as environmental indexes. The result shows that carbon-intensive industries do not transfer from China to less-developed countries in ASEAN. So low-carbon should be one of dominated actions in upgrade version of CAFTA and China should make carbon-intensive industries to cut emissions with technological innovation in her territory.
