中国环境规制对行业技术创新的影响分析——基于中国20个污染密集型行业的面板数据分析 被引量:13

摘要 环境规制对技术创新的影响是当前的研究热点,但从行业角度的研究较少。运用面板数据从行业的角度实证研究不同污染密集型行业环境规制对技术创新的影响并得出结论:环境规制对技术创新的影响存在着行业差异,环境规制能够显著促进重污染行业企业的技术创新,但环境规制对中度及轻度污染行业技术创新影响作用不显著,要充分保障环境规制给创新产业带来的应有收益,政府应引导创新动力不足行业的技术创新,同时,被规制行业应主动实行环境战略,采取积极措施应对环境规制,这一结论为行业环境规制政策的改进方向提供了理论依据。 The impact of environmental regulation on technological innovation is a hot topic now, but little attention has been paid to the industry aspect. The dissertation empirically analyzes the influence of environmental regulation of different pollution intensive industry on technological innovation by Panel Data from the industry aspect. The conclusion shows that the environmental regulation has different effect on the industrial technological innovation, it can stimulate the technological innovation of the heavy pollution intensive industry obviously, but the promoting function of the environmental regulation on the middle pollution intensive industry and less pollution intensive industry are not obvious, in order to ensure the profit of the environmental regulation on the industrial technological innovation, government should guide the technological innovation of the industry whose innovation force is insufficient, and the regulated industry should active practice environmental strategy, take positive practice to cope with environmental regulation, the conclusion provides the guidance of revolution of the industrial environmental regulation.
