Overview on Related Issues About Reform and Opening-up Contents' Inclusion Into Local Records-Personal Understandings After Studying“CPC Central Committee's Decision on Major Issues Concerning Comprehensively Deepening Reforms"

《中共中央关于全面深化改革若干重大问题的决定》既对全国当前和今后的重大改革问题作出了全面部署,同时也是对改革开放35年来历史经验的回顾总结。由于第二轮志书主要是按《地方志工作条例》要求记述各地改革开放以来的历史与现状,因此,需要在认真学习基础上把握好第二轮志书的编纂指导思想,并按国家改革开放的纵向时序和各地不同的横向特点,从点、面、线的结合上来全面、客观、系统地记述一地改革开放以来的发展变化。特别要深刻领会《中共中央关于全面深化改革若干重大问题的决定》关于"加强顶层设计和摸着石头过河相结合"的精神,注重改革的"系统性、整体性、协同性"等一系列精神实质,以存真求实的精神与时俱进地探索第二轮志书编纂的科学规律。

'CPC Central Committe's Decision on Major Issues Concerning Comprehensively Deepening Reforms' not only made overall deployments about major reform issues facing the country now and in the future,but also reviewed and summarized historical experiences over 35 years' reform and opening-up.As the second-round local records mainly record the history and current state of various places since reform and opening-up according to Local Records Work Regulations requirements,therefore,we need to firmly grasp the second-round local records' compilation guiding thoughts on the basis of careful studies,and record comprehensively,objectively,and systematically the development and changes of a certain place since reform and opening-up in a manner combining point,line,and area,and according to the vertical time sequence of the nation's reform and opening-up and the different horizontal characteristics of various places.In particular,we must profoundly comprehend the spirit of 'combining strengthening top-level design and crossing the river by feeling the stones' in 'CPC Central Committee's Decision on Major Issues Concerning Comprehensively Deepening Reforms',further clarify 'critical stage' and 'deep water zone',put more emphases on a series of core spirits to have 'systematic,integrated,and coordinated' reform,and explore scientific principles of the second-round local records compilation in advancement with the times.
