中国向新加坡学什么——大国战略视角下的小国经验

What Can China Learn from Singapore?——The Effect and Experience under the Perspective of Great Power Strategy

新加坡自建国以来,在短短半个世纪内成为世界瞩目的高度发达国家。"新加坡经验"一词也随之成为政、学界的热点之一。本文着重于从战略发展的视角分析新加坡的发展经验:经济发展面向世界,政治发展注重制度化建设,与住房政策紧密结合的政治基础建设,全面发展完善人才培养、引进的管理体系,依靠制度建设控制腐败、扩大政治参与等。中国的政府规模巨大,社会利益格局日益多元化,各地社会政治经济发展极不均衡,因此,不能简单照搬"新加坡经验",而应该以中国的国情为基础,加强制度建设与创新,完成社会转型。

Over half a century following its founding, Singapore quickly became a tfigtzly developed country in the world. Accordingly, ＂Sir igapore Experience＂ also ＇became a hot topic in the political and academic conmmnities. This paper focused on analyzing Singapore＇s development experience from the perspective of＂ strategic development： Its economic development is geared to the needs of the world, its political development pays attention to the insбtutional aspect and it develops its political foundation by closely integrating with the housing policy, comprehensively improves the system for training introducing and managing personnel, and relies on institutional development to control corruption and increase political participation. China has a huge government, the pattern of social interests becomes increasingly diversified, and social, political and economic development between different regions is not balanced. Hence, we cannot simply copy the ＂Singapore Experience＂ but strengthen institutional development and innovation and complete social transformation on the basis of China＇s conditions
