构建新型农业经营组织的国外经验启示

Construction Multiple Structure of New Agricultural Management Organizations

2005年以来,中国农民专业合作组织和各类农业社会化服务组织发展较快,但地区间和形式上发展不平衡,组织规模小,运行效率低等问题。为了进一步提高新型农业经营组织化程度,通过分析日本农业经营组织建设与发展过程,采用文献整理和统计分析方法,研究了日本农业经营组织创建的经济社会背景及其对策,解释其各种类型和特征以及制度改进与组织演化过程,并评价了法人化优点、促进农业经营组织化、规模化作用和增加农村社会活力等作用,得出了建立健全政策法律体系、努力创建新型农业经营体、加快培育农业经营管理人才是中国目前构建新型农业经营组织的有效途径。

Since 2005, farmers＇ professional cooperative organizations and all kinds of agricultural socialservice organizations have developed rapidly in China. But there are a lot of problems, such as unbalanceddevelopment, small-scale organization, inefficient management and so on. This paper introduces thebackground and tactic of establishing main organization in agricuhural management, analyses the type,development and evaluation of the main organizations in agricultural management in Japan, and puts forwardsome advice for the development of agricultural management system in China.
