Analysis of Emancipating Minds and Deepening Reforms in Customs

海关落实党的十八大精神和国务院领导指示,势必加快推进改革。深化改革启动之际,需要在思想层面全面分析研判面临的主要矛盾、与时俱进解放思想、明确改革目标以及将近期目标与中长期发展规划相协调;在改革的路径选择上,提出以风险管理为中心环节,改革海关管理模式、决策方式、运作机制,提升管理水平。

To implement the spirit of the 18th National Party Congress and the instructions of the State Council, Customs should inevitably step up reforming initiatives. On the verge of launcing the deepened reforms, Customs need to ideologically and comprehen- sively analyze the following four problems, main conflicts encountered, emancipation of minds to keep abreast with the times, well--defined reforming objectives and coordination between short--term goals and mid-- and long--term development planning. In respect of the choice of the reforming path, the article proposes to renovate customs constrol model, means of decision making, operational mechanism, centering on risk management, in order to enhance the management level.
