我国海域使用现状评价

Situation evaluation on sea area use in China

全面和客观认识我国的海域使用现状,是科学划定海洋功能区的一项基础性工作。本文在国家海域管理体系下,利用海域管理有关数据,建立了海域使用率、大陆海岸线使用率、海域使用强度、用海类型多样性和海域使用集中性等评价方法,对我国海域使用现状进行了综合评价,反映了全国海域使用强度、结构和存在的问题。针对评价结果,指出了海洋功能区选划和海域管理应该注重的方向,最后提出了海域使用现状评价研究中有待发展和解决的问题。

Comprehensively and objectively cognition on national sea area using situation is a fundamental work to scientifically divide marine functional zone. This article which is under national sea area administration system and based on relevant data of sea area administration,establishes the evaluation methods on sea area and mainland coastline use ratios,sea area use intensity,diversity of sea area use types,and concentration degree of sea area use,and then gives an comprehensive evaluation for national sea area using situation,reflects the problems、structure and intensity of national sea area use. According to evaluation results,the article pointed out the direction of the marine functional zoning and sea area administration should focus on. Finally,the article raises questions which remain to be developed and resolved on the evaluation for sea area using situation.
