首先分析了国外海洋分区管理的概况和国内有关研究进展,提出海域分区是海洋功能区划的核心环节,是确定区域海洋开发保护方向和实施海域分区管理的科学基础。其次,总结了新一轮全国海洋功能区划分区层级体系框架,阐述了全国和省级海洋功能区划的海域分区依据,该分区体系反映了区划的空间分异理论科学基础,又完善了全国和省级海洋功能区划之间的控制与联系。

This paper first gives a overview of the foreign marine zoning management and the progress of the Related research,Consider that the sea area division is a core part of the marine function zoning,It is a scientific basis of the formulation of marine policies and implementation of the Regional marine management. Secondly,summed up the system of sea area division of the new round of national marine function zoning and provincial marine function zoning,the division system reflects the theoretical basis of the spatial variation,but also improve the national and provincial control level between the marine function zoning.
