Confusion and Path Planning of Fulfilling the Mass Line in Bureaucracy System

"群众路线"是我党的生命线。但长期以来,在高扬群众路线大旗的同时,却忽略了我国现行的行政管理体制。科层化管理体制的实质是工具理性价值诉求对政治体制建设的渗透,是现代法理官僚治理模式的实践运用,其目的是为了提高行政效率。而"群众路线"的实质则是中国共产党人运用唯物史观探索中国特色民主政治发展方向,和坚定推进改革发展道路的策略选择;在中国传统政治文化语境中则体现为官员个人魅力和执政风格在民本价值上的回归。

＂The mass line＂is the lifeline of the Chinese Communist Party. But for a long time,China＇s current administrative management system has been ignored at the same time as the banner of＂the mass line＂is uplifted. The essence of bureaucratic management system is the penetration of the rational tool value into the political system construction and the practice of using the mode of modern legal bureaucratic governance,its purpose being to improve administrative efficiency. The essence of＂the mass line＂is the Chinese Communists＇ exploration,using the historical materialism,into the direction of developing democratic politics with Chinese characteristics, and the strategic choice of firmly pushing forward the reform development. In China＇s traditional political culture context,the ＂mass line＂is reflected as the regression of the value of＂having the people as the fundamental＂in the official＇s personal charm and governing style.
