篱藩与突破:高校普通学报优质稿短缺问题研究——以高校职称评审为视角

Barriers and Break-through: Problems Concerning Shortage of Quality Papers for Journals of General Higher Schools——From Perspective of Academic Title Ranking System

我国高校职称评审中对论文的规定直接影响着高校学报的稿源。期刊级别对论文的学术质量具有一定的评价功能,但若全然演变成职称评审的一种评价尺度,则缺乏科学性和合理性。学报的质量关乎高校职称评审对参评论文的价值评判。当前,在找不到一种更科学的职称论文评价方法时,建议应增加品牌栏目、"四大文摘"转载情况以及高被引频次论文在职称评审中的作用,为普通高校学报的可持续发展提供一个公平的竞争环境。

In China＇s academic title ranking system for higher schools, there exists a requirement for the quality of papers and the qualification of journals to publish those papers, which has a direct influence on the source of papers contributed to journals of higher schools. As a result, the rank of journals turns into an evaluation standard of papers, and thus for journals of general higher schools, there exists a shortage of quality papers. In view of the problems, some measures are proposed for the sustainable development of journals of general higher schools.
