城镇化进程中中原经济区人口与土地因素的制约与对策

Restriction and Countermeasures of Factors in Population and Land in Central Plains Economic Zone's Urbanization Process

通过借鉴专家学者关于城镇化发展的研究成果,结合中原经济区城镇化发展的实际,一方面从农村和城市两个角度探究人口因素对城镇化的制约,另一方面从大、中、小城市三个层面探究土地因素对城镇化发展的制约。针对存在的问题,通过分析户籍制度的实质,提出了改革发展户籍制度的策略,通过分析三种土地形态,提出统筹利用土地资源的方法。

In this paper, drawing on experts＇ and scholars＇ research in the development of urbanization,combined with the actual reality of Central Plains Economic Zone＇s Urbanization, on one hand the rural and ur-ban population urbanization constraint factors are explored from two aspects;on the other hand, factors on thedevelopment of urbanization of land constraints are explored from three levels of cities and towns. Aiming atthe existing problems, the household registration reform and development system are put forward by analyzingthe substance of the household registration system and the idea of coordinated use of land resources is also putforward through analyzing three kinds of land forms.
