摘要
文章通过对山东省第一地质矿产勘查院矿业权转让实践的反思 ,论述了新矿法实施对矿业权市场形成的决定性作用 ,提出地勘单位要把经营矿业权作为新的经济增长点来培育和发展 ,在矿业权市场有所作为 ,成为矿业权市场主体 ,并对培育、规范矿业权市场提出了具体建议。
Based on the introspection of the transfer practice of mining rights conducted by NO.1 geological prospecting units,the artecle deals with the decisive effect of the implementation of new mineral recources law in mining rights markets, suggests that geological prospecting units should do a lot and become the main part by regarding manangement of mining rights as new economic growth field. The artecle also puts forward specific suggestions and recommodations with regard to cultivation and regulation of mining markets.
