贵州省人才资源开发现状分析与对策研究

Status Analysis and Countermeasure Research on Talent Resources Development of Guizhou Province

基于2012年贵州省人才资源全面统计数据,从人才概况、人才投入、人才结构、智力引进、人才培养、人才使用、人才载体、人才效能等方面分析了贵州省人才资源开发现状,找出了存在的问题,提出了关于贵州省人才资源开发的若干对策,包括树立人才资源优先开发的观念、落实人才投资优先保证的政策、明确人才结构优先调整的重点、创新人才发展的机制等。

Based on the complete statistical data of talent resources of Guizhou Province in 2012, this paper analyzes the development status of talent resources development of Guizhou Province from aspects of the general situation of talents, investment for talents, structure of talents, introduction of talents, cultivation of talents, employment of talents, carrier of talents, and effectiveness of talents, etc., finds some existing problems, and puts forward some countermeasures for talent resources development of Guizhou Province, which include setting up the concept of giving priority to the development of talent resources, implementing the policy of giving priority to the investment for talent resources,making clear the emphases of giving priority to the adjustment of talent structure, and innovating the mechanism of talent development, etc.
