西部地区人力资源现状分析与开发利用对策

Analysis and Strategies on the Development and Employment of Human Resource in Western Regions

西部地区在人口素质、劳动力配置、人力资本的投资强度等方面与东部地区及全国平均水平存在一定的差距。更新传统观念 ,降低人口自然增长率 ,加强素质教育 ,改革科研体制 ,合理配置劳动力是推动西部地区经济可持续发展的先决条件。

Aiming at the difference to quality of population,organization of labour force,investment strength of human capital,between western regions and Earnest Regions,this paper illustrates the basic condition to develop the economic in western Regions,E.g conversion of traditional ideas,decrease of the increased rate for population,strengthening of population quality,innovation of system to science research and technology research.
