在工业化加快背景下,加快节能减排工作,是解决环境资源问题的有效手段。黑龙江省把节能减排作为调整经济结构,转变增长方式的重要手段。本文对黑龙江省节能减排现状进行研究,提出相应的问题。在此基础上,给出相应机制建议,供有关部门参考。
