论中国电信产业的有效竞争

On the Workable Competition of Chinese Telecommunication Industry

本文援引西方产业经济学中的有效竞争理论来探讨中国电信产业的竞争问题。在中国加入 WTO进程中，反电信垄断应重在制度创新，做出有利于形成有效竞争态势的制度安排：应尽快出台《电信法》及《反垄断法》；培育有效竞争主体，优化电信市场结构；及时调整电信政策，适度管制，以健全有效竞争机制，规范电信市场竞争；文章最后力主构建电信听政会制度，以充分发挥社会各阶层的监督作用。

This article probes into the competition of Chinese telecommunication industry by citing the theory of workable competition of industry economics. At the advance of mixing the World Trade Organization, we must show emphasis on the institution innovation of Chinese telecommunication industry. Superficial view on how to help to bring about the workable competition to Chinese telecommunication industry is presented. It is indispensable to promulgating Telecommunication Law and Antimonopoly Law. Cultivating workable competition enterprise and making telecommunication market structure rational is also essential. Telecommunication policy must be adjusted promptly and Government Regulation must be suitable. At the end of this article, the telecommunication system of holding court is suggested.
