摘要 从经济学的角度看 ,高等教育本质上是一种具有正外部性的俱乐部物品 ,因而 ,中国的高教改革实质上是从公共物品 (或准公共物品 )向俱乐部物品的回归。如果选择当前的国企改革作为参照系 ,并以我国的渐进式改革路线作为规范分析的判断依据 ,那么 ,由于现阶段高教改革具有帕累托改进性 ,并能缓解国企改革的压力、拓展国企改革的空间 ,所以 ,在整个改革系统中应具有较高的优先级。 From the angel of economics, higher education is by nature a club goods which possesses positive externality. Therefore, the reform of higher education in china is actually a return from the public goods (or the quasi-public goods) to the club goods. If the present reform of the state-owned enterprise is chosen as the reference frame, and the line of the incremental reform in our country is considered as the basis on which standard analyses are made, then because the reform of higher education at present stage has the quality of Pareto's improvement, and can relieve the pressure as well as expand the space of the reform of the state-owned enterprises, a higher priority school exists in the whole reform system.
