摘要
在区域人力资源开发一体化的进程中,政府公共服务发挥着极其重要的作用。课题组通过专家调查问卷和AHp测算法,发现在推进辽宁沿海经济带人力资源开发一体化的进程中,人力资源政策与制度、政府公共服务一体化、人力资源信息一体化平台、就业和培训一体化平台以及社会保障一体化平台等五个方面的政府公共服务,其重要程度权重特点明显,其中人力资源政策与制度的权重为0.47,人力资源信息一体化平台为0.22,其余三个方面均为0.1左右。本文基于此,提出了辽宁沿海经济带人力资源开发一体化进程中政府公共服务运行模式,以期实现政府公共服务效用最大化。
In the process of the regional human resource development integration, the government ’s public service plays an extremely important role. Through Expert Questionnaire Survey and AHP analysis, found the weights of the extent of importance of the five aspects of the government ’s public service affecting the human resources development integration in Liaoning Coastal Economic Zone, i.e., the policy and system of human resource, the integration of government ’s public service, the integration platform of human resource information, the integration platform of employment and training and the integration platform of social security, present obvious different characteristics. In which the weight of the policy and system of human resource is 0.47, the integration platform of human resource information is 0.22, while the remaining three parts are around 0.1 respectively. For the purpose of the utility maximization of the government public service, proposed the specific government’s public service operation mode for the human resource development integration in Liaoning Coastal Economic Zone.
