选择每万人口科学家与工程师数、每万人口科技活动经费使用额、每万人口技术市场成交额、每百万人口专利批准项数、每百万人口国际论文篇数等 10项科技投入与产出指标 ,通过计算各指标的锡尔系数及其分解 ,并用变差系数和加权变差系数进行验证 ,作九十年代我国东、中、西三大地带间和各地带内省区间科技指标差距及变动趋势研究。

This paper analyzes the challenge posed by the Agreement of Subsidies & Countervailing Measures to China's S&T programs as China's WTO entry becomes imminent while R&D innovation is more and more vital and decisive in enhancing a country's national competitiveness and economic growth. Finally, the paper discusses the readjustment of China's national S&T support of technological innovation, national interest in compliance with the Agreement.
