河南发展低碳经济受到能源需求增长与减排、重化工工业结构与高能耗、产业结构不合理等因素制约。应加强技术创新,推动节能降耗;调整产业结构,培育新的经济增长点;创新发展思路,做好中长期规划;建立"政府主导、企业运作"的互动机制推动河南低碳经济的发展。

Development of low carbon economy faced with problems such as energy demand,emissions reduction,the industrial structure of heavy and high energy consumption,unreasonable industrial structure,etc. Therefore,we should strengthen technical innovation,to promote saving energy and reducing consumption; adjust the industrial structure,and cultivate new economic growth point; innovate development thinking,complete the medium and long term planning; establish the interaction mechanism of government leading and enterprise operation to promote the development of low carbon economy in Henan province.
