从参保人员角度分析中医药发展过程中存在的问题

Analysis of Problems in the Development of Traditional Chinese Medicine from the Perspective of the Insured

目的从参保人员的视角,调查分析中医药发展中存在的问题,并提出具体建议,以促进中医药的发展。方法采用问卷调查的方法,对全国253名正在接受中医药服务的参保人员就中医药的一些看法进行调查研究。结果①医保支付比例对患者选择中医药治疗的影响极低(0.8%),影响的首要因素在于安全(50.6%);②调查对象多认为中医药治疗的优势病种主要为慢性病(86.6%),而在急性病等服务领域趋于萎缩(2.8%);③中医医疗机构与西医院相比,主要差距为诊疗设备落后(45.1%);④定点中医医疗机构收费价格处于合理偏高水平。结论建议相关政策的制定要考虑中医药的特性,鼓励中医药服务的提供和使用;同时应利用价格杠杆,在体现中医药价值和控制医疗费用上取得合理的平衡。中医药自身也应强化特色优势,提高服务水平,以患者为中心,加强定点中医医疗机构服务能力建设。

Objectives To analyze the existing problems emerged during the development of Traditional Chinese. （TCM）from the perspective of the insured,put forward specific proposals and to promote the development of TCM.Methods 253 insured patients who were accepting the service of TCM were investigated by questionnaires a-bout their views to the TCM.Results ①The proportion of payment covered by medicare had little influence on pa-tients＆#39;choices on TCM （0.8%）.Primary concern was security.②Most thought the strength of TCM was in chron-ic diseases （86.6%）.TCM＆#39;s part in treating acute diseases was shrinking （2.8%）.③The main gap between TCM hospitals and hospitals specialized in western medicine laid on medical equipment （45.1%）.④The charging stand-ard in designated TCM institution was reasonably high.Conclusions Policy makers should take the specialty of TCM into account,encourage the providence and utilization of TCM services.Tools like price leverage should be used to achieve a reasonable balance between reflecting the value of TCM and cost control.The TCM should also highlight its own advantage,improve the service level,be more patient-centered and strengthen the service ability of designated TCM institutions.
