为落实完善污染物排放许可证制度,积极探索通过依靠法制完善污染物排放许可证制度、完善总量减排核定和监管机制、推动建立排污权交易制度等途径,严格控制企事业单位污染物排放总量,有效防治环境污染和生态破坏。
For the implementation of pollutant emission permit system, actively explore by relying on the legal system improve the pollutant discharge permit system, improve the total emission reduction verification and supervision mechanism, promote the establishment of pollution discharge right trading system, strict control of the enterprises and institutions pollutant emissions, effective prevention and control of environmental pollution and ecological destruction.
