Countermeasures and Suggestions of Innovation Driven Strategy in Anhui Province

回顾安徽创新驱动发展历程,分析了安徽创新驱动发展基本情况:研发经费投入逐步加大,专利成果快速增长,科技创新平台建设不断完善,技术合同成交额逐步提高,每万元GDP能耗降低取得成效。但还存在一些问题,主要是研发经费投入保障机制有待健全,产学研合作各方还需进一步统一思想认识,专利质量还需进一步提高,人才资源匮乏,合芜蚌试验区的辐射效应有待放大。提出了解决对策:建立多元化的研发经费投入机制,健全产学研协同创新机制,加强知识产权创造、运用、保护和管理,加快创新人才的引进和培育,放大合芜蚌试验区龙头效应等方面。

Based on the reviewing the development course of Anhui innovation drive and analysis of Anhui innovation drive development basic situation ,we found that R＆amp;D funds gradually increase , the patent and rapid growth , the construction of technological innovation platform of continuous improvement and technology contract turnover gradually increased .GDP - related energy consumption reduced . But there are still some problems ,of which the guarantee mechanism of investment in R＆amp;D is to be perfected .IUR cooperative parties also need to further unify their thinking and understanding ,patent quality should be improved ,the lack of human resources ,radiation effects in Hefei Wuhu Bengbu pilot area are to be enlarged . Countermeasures were proposed , such as establishing R＆amp;D funding mechanism , a sound cooperative innovation mechanisms ,strengthening IPR creation ,application ,protection and management , accelerating the introduction and cultivation of innovative talents and amplifying the pilot area of Hefei Wuhu Bengbu leading effect .
