农村土地整治和美好乡村建设对生态环境的影响机理及对策

The Influencing Mechanism of Rural Land Consolidation and Beautiful Country Construction on Ecological Environment and the Countermeasures

推进农村土地整治建设美好乡村作为安徽省促进"四化"同步发展和加快推动全面小康社会建设进程的重大战略举措,在实施进程中对农业生态环境产生了不同程度的影响。从水环境、土壤、植被、生物多样性、景观格局等方面,阐述了农村土地整治中的高标准基本农田建设、农村建设用地整治、宜耕未利用地整治以及土地复垦对生态环境的影响机理,提出制定评价标准体系、建立监管调控机构、因地制宜地选择土地整治方法和途径、强化保护力度、加大培训力度等安徽省农业生态环境保护的对策建议。

The promotion of rural land consolidation and beautiful country construction is an important strategic measure to enhance the synchronous development of ＂Four Modernizations＂ and to accelerate the construction of albround comfortably-off society in Anhni province, which has exerted different influences on agroecological environment in the process of current implementation in different rural areas in Anhui. This paper studied, from the aspects of water environment, soil, vegetative cover, species diversity and landscape pattern, the influencing mechanism of rural land consolidation on ecological environment, which include high standard basic farmland construction, rural construction land and unused farming land consolidation, as well as land rehabilitation. Then, the countermeasures to promote the protection of agro ecological environment in Anhui were proposed： to establish evaluation standard systems, construct regulatory agencies, select the methods and approaches of land consolidation in an appropriate way and strengthen the efforts of protection and training.
