Research on the Water Culture in Beautiful Country Construction

水文化的实质就是人与水关系的文化。立足水文化来研究美丽乡村规划建设,有利于发展生产、保护生态、提高村镇规划建设水准、提升农村人居环境质量。但是美丽乡村建设中存在人与水的关系不和谐、对水的文化属性重视不够、水法规制度文化缺失等问题,必须通过培养高度的水文化自觉加以解决:坚持科学发展观,树立人与水和谐相处的理念;结合地域特色,强化美丽乡村建设中的水文化坐标系;推进水法规制度文化建设和宣传,促进公众参与。

The essence of water culture is the relationship between human and water. To study the planning of Beautiful Country Construction based on the water culture is conductive to developing production, preserving the ecological environment and enhancing country construction planning and construction standards, as well as the quality of living environment in rural areas. In the implementation of Beautiful Country Construction, some problems are not taken seriously, for instance, the disharmonious relationship between man and water, ignorance of the culture attribute of water, imperfection of water laws and regulations. To solve these problems, this paper suggested to foster a high self-consciousness water culture in society, which includes insisting on scientific development view, setting up the concept that man lives in harmony with water, bringing the role of water into full play combined with local characteristics in constructing beautiful country, promoting the construction and publicity of water laws and regulations and calling for public participation.
