产品质量规制的广西实践

The Practice of Guangxi Product Quality Regulation

产品质量是事关国计民生的重要问题,产品质量监管不仅是中央国家机关的职责,也是地方各级政府及行政机关的任务,是需要整个社会共同努力协同配合的。通过法治规制手段来监管产品质量是法治国家的共同做法,随着1993年国家层面制定并实施了《产品质量法》之后,广西壮族自治区也在1994年订立了《广西壮族自治区产品质量监督管理条例》,并历经1997年与2012年两次修订,而2012年的最新修订,体现出了通过构建诚信体系、明晰监管部门职责等产品质量规制的法治机制。

The quality of the products is an important issue related to national economy and peo ple＇s livelihood. So product quality supervision is not only the duties of central state organs, but the work of local governments and administrative organs at all levels, which is implemented by coopera tion of the whole community. Legal countries all monitor the quality of the products through the rule of law regulation. With the national development and implementation of ＂Product Quality Law＂ in 1993, Guangxi Zhuang Autonomous Region also concluded a ＂the Regulations of Product Quality Su pervision and Management of Guangxi Zhuang Autonomous Region＂ with two revisions in 1997 and 2012. The revision in 2012 reflects the legal mechanism of constructing credit system, and identifies the regulatory departments responsibilities and other aspects of products quality regulation.
