After the World War Ⅱ , Japanese economy has experienced four important periods:comprehensive recovery, establishment and perfection of an open system, strategic transformation of structural adjustment and the shifting of Japan's strategic focus. With the development of this process, Japan gradually emerged as a pivotal global economic power, and became an important component of international economic system. Nevertheless, due to the special interaction between Japan and international economic system and the limitations caused by multiple factors, including Japan's dependence on the U. S. and its profit-driven and region-oriented motivations, Japan has never played a key role in global economic governance. After entering the new century, forced by the urgent demand of its own economic development, Japan shifted its focus of constructing a governance mechanism for economic cooperation to Asia. It wants to have a louder voice and greater influence in international economic system by relying on the strategy of "region first and then the whole world. "
