构建创新体系是中国实施科教兴国战略的重要环节。高等教育是知识创新、传播和应用的主要基地，科学研究是构建创新体系的纽带和桥梁。高等学校要在创新发展过程中，有机地把教学和科研结合起来，完成高等学校在构建新体系中所肩负的重要的历史使命。

Constructing innovation systems is an important tache in implementing the stratagem for the country's mightiness with scinece, technology and education. Higher education is the main base of knowledge innovating, spreading and applying, and science research is the ligament and bridge of constructing innovation system. So higher college should combine the science research with education effectively in the process of innovation developing to fulfill the history mission undertaken by higher college in the course of constructing innovation system.
