新能源时代中国应对美国“301调查”策略研究

The Strategy of China Coping with the U. S. “301 Investigation”in New Energy Era

美国针对中国新能源产业的"301调查",实质是在旧有国际经济秩序暂难破除、国际新能源秩序尚未形成和多边体制威力衰落的共同影响之下,"南北矛盾"在新能源产业上的新表现。中国应"内外兼修,长短兼顾",对外坚持构建国际经济新秩序的努力,发挥在国际新能源秩序建立过程中的主导作用,维护和推动多边体制的有效运转;对内通过完善产业发展制度,调整新能源结构,制定竞争性补贴政策,加强新能源产业行业协会建设等作以策应。

The ＂301 investigation＂ initiated by United States against China＇s new energy industry is substantially a new performance of the ＂North-South contradictions＂ on the new energy industry under the common effect of the old international economic order temporarily difficult to break and the inchoate new international energy order with the declining multilateral system. China should pay equal attention continually to the circumstances inside and outside of the country. As always, China should make great efforts to the construction of the new international economic order to play a leader role within the forming of the new international energy order and to maintain and promote the effective functioning of the multilateral system in the world. In domestic, it should perfect the industry development system, reform the new energy structure, make the competitive subsidy polices, enforce the establishment of the industry guild and take some other measures.
