鄱阳湖生态经济区环境质量现状评价——基于“三废”污染视角

Current Evaluation Status of Environmental Quality of Poyang Lake Ecological Economic Zone:Based on "Three Wastes" Pollution Perspective

从"三废"(废气、废水、固体废弃物)污染排放和治理视角着手,采用数据、图表对照法,从时间和空间上对鄱阳湖生态经济区环境质量现状进行评价,分析表明,鄱阳湖生态经济区"三废"排放量呈现增加趋势,区域内存在污染排放和治理严重不对等现象;环境保护的基础设施建设相对落后,污染治理压力增大。提升鄱阳湖生态经济区环境质量,应从法律制度角度加以严格规范,增强公众的环保意识;提高森林覆盖率和质量,探索市场化的生态补偿模式;完善鄱阳湖生态环境监管预警,实现鄱阳湖区产业生态化。

This paper commenced from the perspective of ＂three wastes＂（waste gas, waste water, solid waste） pollution emissions and governance. Using data, charts, contrast method, to evaluate from the time and space of Poyang Lake Ecological Economic Zone on the environmental quality status quo. It shows an in- creasing trend of the ＂three wastes＂ emissions, and the area exists serious unequal phenomen a between pol- lution emissions and governance. Meanwhile, the environmental protection infrastructure is relatively back- ward, main reduction projects and the benefit are obvious, which lead to pollution control pressure. To im- prove quality of Poyang Lake Ecological Economic Zone environment, we need to regulate the legal system, enhance the public＇s environmental awareness, increase the forest coverage and quality, explore market-ori- ented ecological compensation model, improve the oversight warning for Poyang lake ecological environment and realize the industrial ecology.
