事业类生产力促进中心绩效评价实证研究——基于灰色定权及聚类分析方法 被引量:3

摘要 生产力促进中心建设发展20多年来,事业性质的中心在总体数量、服务成效等方面一直占据较大比重,对行业发展做出了积极贡献。由于兼有公共服务和市场化双重特征,事业类中心的评价指标和方法有别于其他性质的中心。经过十年的实践,生产力促进中心的绩效评价积累了一定经验,通过对现行评价指标的完善和优化,利用灰色聚类分析的方法,构建了定性与定量相结合的新的绩效评价模式,并开展了实际运用和对比分析。 Since their establishment more than two decades ago,public- sector centers like productivity promotion centers have taken up a fairly large proportion in terms of quantity and service,and have contributed a lot to the development of industry. Since public- sector centers have the feature of both public organizations and marketization,they require evaluation indicators and methods that are different from other centers. After ten years of practice,productivity promotion centers have obtained some experience in performance evaluation. Through optimizing the existing evaluation indicators and with the methodology of grey cluster analysis,this paper constructs a new performance evaluation model based on both qualitative and quantitative analysis,.
