中国人民政治协商会议制度的创建,是中国共产党践行马克思主义民主理论的战略举措,是党带领广大人民践行协商民主的标志性成果。从价值取向角度看,我国协商民主制度选择有深厚的历史文化传承和现实价值定位,根本目的在于充分保障人民的当家做主权利。因此,建构中国特色社会主义协商民主制度体系,要立足于现有政治框架,从法制化、系统化、机制化角度,切实深入推进。
