摘要
作为中国外交的"战略板块"之一,阿拉伯世界与中国的经贸关系发展迅速,这与中国经济总量上升趋势的"硬实力"相一致。但一直以来,特别是阿拉伯世界发生动荡的近三年来,部分阿拉伯国家和民众对中国的认识和理解,特别是对中国相关的外交政策等,还多有龃龉,从而表现出中国整体实力上升时"软实力"的差距。中国亟需加大对阿公共外交的力度以缩小这种差距,尽管中国在此方面已做出了较大努力和较多实践,但其效果同预设目标以及中国国家形象的提升尚有很大差距。今后中国对阿公共外交在机制建设、实务办理和技术提升等不同层面都有完善和改进的空间,需要付出更大的努力。
In recent years, the Arab world and China's economic and trade relations have rapidly developed, which matches the trend of China's increasing of hard power. Meanwhile, some Arab countries and their people have misread China's foreign policy, especially in the past three years, which shows China's lack of enough soft power on the other hand. Consequently, enhancing China's public diplomacy to the Arab world seems to be an urgent task. Although China has made great efforts to practice such diplomatic activities, there is a long way to promote the mechanism construction, the capacity and means of handling the affairs when Chinese expect to have a good outcome from their public diplomacy.
