摘要
针对政府农田水利建设项目的系统性、复杂性、动态性等特征,提出了以风险管理目标为导向、基于全生命周期理论的政府农田水利建设项目风险动态的识别方法,着重探究了该方法的内涵和实施路径,构建了农田水利建设项目风险管理目标体系,并以湖北省某小型农田水利建设项目为例,对农田水利项目实施过程中的风险因素进行了全面识别,给出了风险评价的指标体系。
Considering characteristics such as systematic, complexity and dynamic of the project for government irrigation and water conservancy construction, the Goal-directed and Life Cycle Integrated method of risk edification for the project was put forward. The connotation and the implementing path of the assay was emphatically explores. The system of farmland water conservancy construction project risk management goal was constructed. Taking small irrigation and water conservancy construction project in Hubei province as an example, a comprehensive identification of the risk factors in the process of farmland water conservancy project was conducted. Risk evaluation index system was established.
