宁南山区淤地坝功能转换的定位划分指标体系

Index System of Fuction Division and Position of the Silt Dams in the Mountainous Area of Southern Ningxia Based on Function Conversion

随着气候及下垫面条件的变化,淤地坝内的洪水总量及淤积量降低,运行水位低于死水位而无法利用。可对有必要、有条件的淤地坝工程进行库坝功能转换,使其在保证防洪安全的前提下兼具小型水库的供水功能。以宁南山区典型流域为例,建立了包含工程位置、淤积速率、梯田面积比例的指标体系,对宁南山区淤地坝工程的功能划分及定位进行了研究。对定位为供水功能的工程,通过水文核算、工程改造等实现其功能的转换,使淤地坝工程兼具防洪供水功能,实现坝系水资源化,从而增加流域水资源可利用量,提高水资源及工程的利用效率。

With the change of climate and underlying surface condition, the flood and silt speed in the silt dam is reducing. The operating water level is under the dead water value. It is necessary to make the function conversion from silt dam to small reservoir based on the flood control safety. Taking Haoshuicuan basin as an example, an index system including the project location, siltting rate and terrace area was established to study the fuction dividion and position of the dams in the mountainous area of southern Ningxia. The eligible dams aimed at water supply could achieve the function transition through hydrological calculation and engineering reform. After the conversion, the dams could provide water. The water availability will increase in the region. The utilization rate of water resource and engineering will be improved.
