摘要
联合作战能力建设发展项目组合分析与优选是提升军队建设效益的关键。为降低项目组合带来分析优选的复杂度,提出了基于分组和交叉一致分析的组合空间生成方法,并基于安全第一原则和效费比优先原则对组合选项实施优选,利用专家定性分析对选项进行微调,最后结合实例说明了方法的有效性。
Portfolio-analysis and optimization for building up blocks of joint warfare capability is the key of improving efficiency in army building.To reduce complexity arose by composite options in analysis and optimization,based on grouping and cross-consistency,generation methods of composite space are proposed.Based on safety first criterion,cost-effectiveness and qualitative analysis,composite options are selected and modulated by experts.Finally,the example proves effectiveness of methods.
