我国辅警规范化体系构建研究

我国辅警制度与实践存在辅警身份定位不准确、缺乏有力监督、业务素质低下、违法乱纪情况层出不穷等问题。为此,有必要从功能定位、参与执行警察任务的范围、招录及退出机制等方面借鉴境外辅警制度。同时,通过科学的立法、有序的管理、严格的监督、健全的保障来建设正规化、程序化、职业化的辅警队伍。

There are problems in auxiliary police system and practice, such as inaccurate positioning, lack of effective supervision, poor service quality, and offenses against laws and disciplines. For this reason, it is necessary to draw lessons from the foreign auxiliary police system from the location of function, scopes involved in the implementation of police tasks, recruiting and quitting mechanisms. Meanwhile, through scientific legislation, orderly management, strict supervision and sound protection to build auxiliary police force of formalization, procedure and profession.
