Common Problems of Environmental Protection Inspection and Acceptance in Power Transmission Project

输变电工程竣工环保验收调查是评价建设项目环境保护措施实施情况的重要环节,工作中常遇到实际建设时工程内容与初步设计发生变更、环境敏感保护目标与环评文本中不尽相同、监测数据异常、工况条件不满足要求、标准体系应用混乱等问题,本文分析了问题产生的原因及建议采取的相应策略,以期促进输变电工程建设项目"三同时"管理水平,消除电网运营阶段不必要的环境和法律风险,提高工作效率,为建设环境友好的绿色电网打下坚实的基础。

The investigation towards the environmental assessment over the completion of power transmission project is a rather significant step to evaluate the implementation of environmental protection measures in construction project. Various problems commonly occurred in practice are conflict between changes of the project content during construction and the original design,the differences between the environmentally sensitive objects protected in real life and that printed in EIA documents,monitoring data exception,working condition failing to meet the requirements,the misuse of the standard system,etc. Reasons of these problems and the corresponding solving strategies are put forward in this paper in order to improve the management level in power transmission construction projects,avoid the unnecessary environmental and legal risks in the process of power grid operation,and enhance the work efficiency of administrative staff,thus laying a solid foundation for the construction of an environmental friendly green grid.
