A Comparison of Two Private Lending Waves in Wenzhou

比较2011年4月以来浙江省温州市的民间借贷风波和上世纪80年代初的温州地区民间金融借贷风波,从产生的背景、起因、特点、形式、政府采取的措施等方面剖析,得出:私下的无序的民间资本流动是民间借贷风波的根源之一;法律制度的完善和合理的民间金融管理政策能降低民间借贷风波发生的可能性;加快金融体制改革的步伐,民间金融机构的建立与健全对民间金融的正确引导具有重要意义;鼓励实体经济健康发展,从源头上消除民间借贷风波。

With comparison of the two private lending waves happened in 2011 and early 1980s, this paper analyses the background, origin, feature, form and measures taken by government, etc.. It concludes that unordered private capital flow is the origin of the wave, the perfect legal system and reasonable private financial monitoring system can reduce possibility of the wave, speeding up financial system reform and private financial organization building as well as improvement proper guiding is sig- nificant, and encouraging the real economy can eliminate the wave.
