Industrial cluster is an important regional economical organization. It can improve the regional competitiveness and promote the local economy. This paper uses the diamond model to analyze the advantage conditions and the formation mechanism of Heze pharmaceutical industry cluster. We considers that the market factor and the government factor are the most important factors. The paper will provide reference to the development of developing regions＇ industrial cluster.
