摘要
北京市新型农村合作医疗制度经过10余年的发展,在北京市农村地区已经成为具有社会保险性质的医疗保障制度,正反两方面的实践经验为其法制化积累了丰富的实践经验和制度渊源,新型农村合作医疗地方立法的实践也为立法提供了可资借鉴的基础。但目前由于管理部门未定,新型农村合作医疗与城乡医保的统筹处于僵局,新型农村合作医疗制度本身还有待完善,立法的时机尚未成熟。未来应当提高北京市新型农村合作医疗的统筹层次,形成科学长效的筹资机制,合理确定保障目标,加强对定点医疗机构的监管和服务能力的建设,使北京市新型农村合作医疗制度早日走向法制化发展的轨道。
After about 10 years' development in Beijing,New Rural Cooperative Medical System(NCMS) has become part of the medical security system with social insurance property. But at present, due to the uncertainty administration and impasse between the NCMS and the urban and rural medical insurance, the NCMS system is still far from perfect as well as the opportunity to legislate has not yet arrived. As the solution, the whole level of the NCMS's management in Beijing should be improved in the future. Long lasting financing mechanisms should be set up scientifically. It needs to identify the security target reasonably and strengthen the supervision of designated medical institution, so that, the service capability should also be improved to make NCMS into legislation way as soon as possible in Beijing.
