摘要
实施铁路运输调度集中统一指挥可以更好地配置运输资源、发挥路网整体效益。针对目前中国铁路总公司和铁路局在铁路运输调度集中统一指挥中调度利益导向上存在偏差、激励机制不够灵活、调度意图可能产生不一致、调度科学决策基础比较薄弱等问题,提出应进一步完善清算标准和补偿机制、夯实调度科学决策的基础及调度适度参与市场营销的建议,实现总公司与铁路局2级调度的协调一致。
Implementing CTC unified command of railway transportation could well configure transport resource and exert integrated benefit of railway network. Targeting with problems existing in China Railway and railway administrations, such as deviation existing in benefit guiding by traffic control in CTC unified command of railway transportation, inflexible excitation mechanism, possible occurring of inconsistent traffic control intention and weak foundation in scientific decision of traffic control, this paper puts forward relative suggestions including liquidation standard and compensation mechanism were improved in further step, consolidating the foundation of scientific decision for traffic control and reasonably entering into marketing in aspect of traffic control, so as to realize coordination and unification of two-levels traffic control between China Railway and railway administration.
