摘要
在简要论证"6σ管理"对于食品安全政府监管的适应性基础上,构建了基于"6σ管理"的食品安全政府监管模式,并就其定义、测量、分析、改进、控制等工作流程和规制予以阐释,提出了政府食品安全监管"6σ管理"模式实施应注意的问题,包括注重制度和人财物等方面的顶层设计、6σ项目选择应注重问题导向机制、不能仅仅等同于做项目、把握管理工具应用的灵活性与综合性、基础数据要准确全面及时等等。
Based on a brief discussion on the appropriateness of applying 6-Sigma Management Model in supervising food safety by government, a governmental supervision model over food safety based on 6-Sigma Management Model is constructed in the present study, at the same time, the operating procedure of this model such as its definition, measurement, improvement, controlling and its regulation is also expounded. Moreover, some problems in conducting this model by government in supervising food safety including planning from top management, 6σ project selection should focus on problem-oriented mechanism, emphasizing the flexibility and comprehensiveness of using management tools, timely collecting basic data, getting rid of the idea of simply treating program "for program's sake", focusing on the function of "black belt" and teamwork, comprehensively considering program return are also proposed in the present study.
