计划生育作为一项基本国策实施30年,成就斐然,但随着人口老龄化提前,产生新生人口性别比失衡等严重社会问题。面对我国人口状况及发展趋势,从国家持续、健康、科学发展的需要考虑,有必要对现行的人口政策进行适当调整。
