摘要 为合理评价一个地区水资源高效管理水平,采用层次分析法构建水资源高效管理评价指标体系并计算各指标的权重,再采用模糊综合评判法综合评价目标地区水资源管理水平,最后利用加权平均原则求取隶属等级。实例应用结果表明,宿迁市的水资源管理等级为一般略偏向于良好,应重点从用水效率上加强管理;苏州市的水资源管理等级为良好略偏向于一般,优于宿迁市,但仍需从用水总量上严格控制;该评价指标体系客观合理,评价方法简便易行。 In order to evaluate the water resource management level of an area reasonably, AHP is used to establish an evaluation index system of high efficient water resource management and figure out the weight of each index. Then fuzzy comprehensive evaluation is adopted to comprehensively evaluate the level of the target area's water resource management. Finally, the weighted average principle is selected to determine the level of membership degree. The results of the case application indicate that the water resource management level of Suqian City is mediocre, and it should stress its management in water-use efficiency; while the water resource management level of Suzhou City is good, it is better than Suqian City, and it should control its total water supply volume. In a word, the evaluation index system is objective and rational, and the evaluation method is simple and feasible.
